Raphael Irving
Raphael is a seasoned financial executive with over 3 decades of experience highlighted by his tenure at the Big Four Accounting Firm Ernst & Young LLP, where he managed the financial affairs of high net-worth individuals and corporations in the Business Management Group from the Century City, California location. He is well versed in reporting, budgeting, record keeping and corporate fundraising across diverse industries.
In his most recent role as the Chief Financial Officer (CFO) and Finance Director of Outside In, a complexed multi-site Federally Qualified Health Center (FQHC) in Portland, Oregon, Raphael developed, supervised, and coordinated all efforts to attain maximum capitated arrangements and value-based contracts, and oversaw the Compliance Program. He was also responsible for all financial accounting and reporting, procedures, and internal controls of the department, including Payroll, Purchasing, AR, AP, GL, and Fee Schedules. In this role, Raphael oversaw and managed revenue cycle operations by developing goals, standards, and addressing constraints to service revenue generated by operations. He was the primary lead in setting productivity goals for each department during the budget process.
Raphael is experienced in managing government contracts and grants and has the proven ability to analyze the impact of various financial matters through forecasting and assessing risk.
Raphael, a native of Los Angeles, California, began his Accounting Career in the summer following his college freshman year working for a small Accounting Firm in Culver City, California, and continued working in the industry while pursuing his Accounting Degree and beyond.
In addition to his experience in Operations, he also has significant experience in Governance as he has served on the highest levels of various national and international organizations. Some of those positions include (but are not limited to) Chairman of the Board of Directors, National Board of Directors, Western Region President, International/Regional/District/Local Committees, and District/Regional Treasurer.
Over his career, he has successfully represented clients in Internal Revenue Service (IRS) and California Franchise Tax Board audits. He has prepared monthly cash flow statements for small businesses, for-profit and non-profit organizations, and filed tax returns for individuals, corporations, non-profits and other organizational structures. Raphael has provided guidance to clients about the purchase, sale, financing, and refinancing of residential real estate.
Raphael earned a Bachelor of Science Degree in Business Administration (Accounting) from California State University at Dominguez Hills, a Master of Art in Theological Studies Degree, and Master of Divinity Degree from Faith International University & Seminary. He graduated from the Financial Literacy Institute, a cohort program under the Cecil Murray Center for Community Engagement at the University of Southern California. In 2018, he completed Conflict Resolution Training from Loyola Law School.
